Specific NTFS permission configure

After reading several differnet articles pretaining to NTFS permissions, I am still having trouble of how to assign the specific NTFS folder permissions on a share that I have on my file server. I have a Public share that I want everyone domain user to be able to access "read" and also be able to create new folders and create or move new files to the share. I don't want them to be able to delete anything in the share. Also, if a person created a new file, or moved a file to the share I would like them and only them to be able to modify the file. Does this make any sense? Here is another breakdown:
folder share: Public Domain User Access Permissions: read, create new files folders within the share
Domain User Deny Permissions: delete
Only users that create a specifc file would be able to modify it
