I have a exsisting network with user settings being (ex. Gateway 192.168.1.1, DNS 192.168.1.4) I also have a highspeed cable modem for specific users (ex Settings Gateway 192.168.1.2 DNS 192.168.1.2)

How can I setup the users so they can use the cable modem and still have group policys work ? I need the cable modem for unmonitored users of the internet and I need for them to still have group policys run.

Not sure what the actual problem is. What does groups policies have to do with the internet connection of the cable modem? And you subject line is "setup router" which is not mentioned in your text.
Group Policies are enforced when logging into AD/the domain. If they do not log into the domain then they can not get security from it. A cable modem is just the network conection to the Internet.

Sorry about the title. Actually with the Windows 2003 AD you have to have the appropriate setting DNS, GATEWAY and so on for the group policys to run. You can authenticate but group policys will not run and will post DNS issue errors in the event log.

What I have is my current network with settings different then the settings on my router that is connected to my cable modem so I can share it with more then one person.

So,, what you are saying is, you have a Domain with AD & DNS. You want all users to access the cable modem. Set the Default Gateway to the router IP address on your DNS server.
"What I have is my current network with settings different then the settings on my router that is connected to my cable modem so I can share it with more then one person."
What settings are different? Do you mean the IP addresses of your Domain w/DNS are different from your router right? You need to have the IP addresses in the same network address range for everything to work correctly. For example:
DNS IP Address on the Domain: 192.168.1.100
Default Gateway for DNS server MUST be same as the IP address of the router 192.168.1.1.
The router will send all outside requests to the cable modem, which is probably 192.168.0.1.

BTW,
You CAN NOT have two IP addresses the same on a network "Settings Gateway 192.168.1.2 DNS 192.168.1.2)" as quoted from you.

What I need is only the technology people to access the internet through the router/cable modem, all other users are going through a proxy(monitored, lol)

The only way I can think of to do this is limit the access to the router resource. To do that, you'ld have to set up ICS on the server that connects to the router, so basically your server becomes a router, then add the technology people group as user's to that resource. I've never tried that so, not sure if it would even work.
