Set policies in w2k3 without GPO

How can I set policies on a Windows 2003 Terminal Server without the use of Group polices. Because with group policies on the local system you can only set policies affecting all users. Or can local policies be changed for one user-group only. Thanks in advance

You can install active directory and sort users and groups into different containers and apply a GPO on those users or groups to which you want and leave others with a different policy or un-touched. For more information on installing active directory please respond or e-mail me
