You have an 172.8.1.0/24 network and thus the IP scope of 172.8.1.0 - 172.8.1.255. Now you need to configure the scope by specifying this range as the scope for your DHCP server using the New Scope Wizard. Open the DHCP snap-in, choose your server and select the New Scope command from its context menu. For more details refer to this http://support.microsoft.com/kb/300429 document.
