I running a website on a windows server 2003. A smtp server is set up for outgoing emails. the server does not receive any emails.
I would like to create a similar setup on another server. I would prefer not to manually set up the new server. Can I import all the settings from the existing server? and how do I set up the new server with these settings?

If you want an identical server you should make a backup of system state and exchange (if that's what you're running) plus any files that are needed, install win2003 (and exchange) on the new server, then restore system state from the old server to the new one. That will make all the settings the same. But it's probably easier to do it manually.
