Server 2003 DNS issue

We just upgraded our hardware. We are keeping the same IP address (151.199.201.75) and file structure. The machine is on. The services are running. We have configured the DNS identical to the other machine, incremented, refreshed, restarted but the sites are not coming up and the IP can not be pinged. Is it taking its time propogating? How long is reasonable to wait to know whether we have done it right?

Sorry, been all day at it, head fuzzy. I left some information out of my problem. Before we upgraded our equipmnt everything was running fine. I ran a query at dnsreport.com and got this warning: ERROR: Some of your nameservers listed at the parent nameservers did not respond. The ones that did not respond are:
151.199.201.75
When we test the DNS locally it checks out ok. We are running a raid 5 configuration. There is probably more information you need, I am happy to provide it. Part of me thinks it just needs to resolve but the IP is not new, we just took it from the old machine.

Your Windows 2003 DNS server is publically registered???? You only have one server??? And how did you do this 'upgrade'???
Usually you would bring the new hardware in as a member server. You would dcpromo to dc. Then you would install and configure dns server as either secondary or ad intergrated.
I suspect this is not the route you took when you say 'same ip address'.
