Running NAT, DHCP, DNS. Private IP side working ok, but Public IP can't be reached by anyone on the Internet. Dns is hurting but not sure what to do...Also may have gateways configured incorrectly. Anyone>???

If you gateway is incorrect, that will do it. If you are using a router then you may have issues with the proper ports not being open. You need to give more info if you want a better answer.

The private IP in NAT is:

IP - 192.168.1.119
Subnet - 255.255.255.0
Gateway - 192.168.1.10 (router's private IP)

The public is:
IP - 65.16.82.82 (in static group assiged by ISP)
Subnet - 255.255.255.248 (assigned by ISP)
Gateway - ? (currently set at 65.16.252.130 which is the router's public IP)

The router is a T1 netopia 4500 series. Two network cards are installed on the server. (public and private respectively). I can ping my public address from my private intranet but nothing on the Internet can ping my public address. I have tried playing with the public gateway in NAT to see if that was it but to no avail. I can't get any tech support from my ISP (who set up the T1). They say all ports above 1023 are open. Tracert shows that the ping gets to the DNS server at my ISP and then times out there which indicates that it doesn't have the needed info on the public IP.

Also, if you are familiar with the NAT user interface, I think this may be a sign as well of something not configured correctly. The translation screen which shows how many public to private and vice versa mappings are taking place has hardly any. When adjusting the public gateway, I would get some mappings to show but then my private intranet couldn't connect to the Internet....

I can ping my public IP gateway (router's public address - 65.16.252.130) but I can't ping my server's public address (65.16.82.82). I can ping both ISP Dns server's fine...

have you tried Netopia's technotes?

www.netopia.com

Maybe your Netopia Router 4500 has something misconfigured in the NAT. Are there any other exported services? Is the Netopia Basic Firewall or NetBios firewall enabled?
Read up on Netopia's NAT or Static Routes or Exported Services or the DNS docs. I have a gut feeling the public IP addresses need to be defined in the Netopia router.

GOOD Luck! :)
