There should be plenty of articles and information on Microsoft's knowledge base and on the internet itself on "hardening 2003 server".

I use this little well known tool from Ms to detect vurnabilities. Works quite well!
Microsoft Baseline Security Analyzer:

Maybe some basic rules could be these:
1. A good firewall appliance with AV/Antispam/etc...
2. MS ISA for more content filtering and AD user based rules
3. Updated/maintained servers

Probably lots of people disagree, this i just my personal prefered setup for small business for not too much $ :)
