SBS2003 Remote Access Service Fail

I'm going crazy with this problem.
I'm trying to get vpn access happening with my newly installed SBS2003 Server.
Internet works fine and so does access via OWA and RWW I can also use remote desktop client to access the server.
When I try running the VPN wizard it stops and returns an error. I have found that the problem seems that it can't stop the router and remote access service. When I go into services after the error has occured I see the service is in a state of stopping and if I wait it doesn't do anything, I can't even restart the service without rebooting the server.
Hope someone here can help me it's really annoying and boss is on my back now to get it working.

I would reinstalling the components, if all of that fails then back everything up and reinstall the server. If you have never done that before then you should seriously consider seeking guidance on the proper steps.
It is always good to start with a fresh installation, and if you continue to have problems then it could be a hardware or bios problem-
