SBS 2003 Re-install

I have a server that Microsoft has given up on and asked me to re-install the OS. SBS 2003. The issue that they cannot fix is a Local Service and Network Service password synch error or mismatch. Services do not start under any account either. My question is this, can I do an inplace re-install of SBS 2003 and not have to restore all my settings for Exchange/AD/etc. Thoughts or concerns anyone can share with me would be great. Thanks, Doug
