RPC server error

When I try to add a user to a group I get this error "The program cannot open the required dialog box because it cannot determine whether the computer named "DOMAIN" is joined to a domain." After closing this error, I receive "Undable to display the user selection dialog. The RPC server is unavailable." how do i fix the RPC server??? Help please

Have you checked the RPC service is started on the server.

Check your DNS records/settings. RPC errors almost always involve DNS. Any domain member computers must point to the DNS server that has the local DNS records for the domain (usually the domain controller and it should be at the top of the list in your TCP/IP settings) otherwise it can't find which computer is the DC and locate the info it needs to add users, computers etc.
