RPC errors + roles Transfert

I have a 2 DC running in my domain. One with SQL 2000 + AD 2000 server running as secondary controller (running OK). One AD 2003 server with Exchange 2003.(contains the 5 roles) I have a major problem with main root server and I need to reformat the server and reinstall windows 2003 + Exchange.(Some files are corrupted) What I want is to transfer the 5 FSMO roles from the AD 2003 server to the 2000 server. When I connect from "active directory users & computers" right click on tree and connect to domain controller from 2000 machine to the AD 2003 server with no problem (no errors) but I can’t change the roles from there. But when I connect from windows 2003 server to the 2000 AD DC it gives me RPC error can't connect to server. I check the RPC services and both services are started on both servers. I know that you can transfer or seize roles by using “ntdsutil” utility too. But if I can’t connect through the gui interface I won’t be able to connect through the utility either. (I assume) I have read you can seize the roles with the NTDS utility. Only if the root AD domain server is down. (Last option) How can I fix the problem with the RPC issues first.
