roaming profiles group policy

I have 120 users on a school network. I want them all to use the same mandatory profile. So I created a test user on a client machine I then logged in as administrator to that machine and copied the test user profile to the shared folder for the profile on the server. Now if I login with the test user I get a perfect roaming profile with all the limitations I have set with the group policy, however if I login with any other user the roaming profile is loaded up but the group policy doesn't work, they have complete access to the system. The group policy is set at the domain level.
