Restrictions on PC-SBS 2003 Domain

Hi, I want to use following restrictions on local PCs using XP Pro SP2 suing SBS 2003 Domain. 1. Prevent USB Access 2. Precent local hard drive access (save anything on server) 3. Preven any reconfiguration. 4. Prevent any messenger 5. Prevent external email Any good software or policy editor (which one). Please suggest. Regards Y
