Restrict RDP application session

Is it to restrict an RDP application session (not desktop) so that the user cannot use ctrl-alt-end to bring up the task manager and run the explorer.exe or get the run line from task manager. The account is an administrator account. I would like to give the helpdesk the ability to create BES accounts without the risk of giving them access to the exchange server.
