Restrict Copy File at Win2k server

Can anyone tell me how to restrict file acces in windows 2000 advance server so user can only read/run the file without enable the to copy it. So far i only use Active Directory to set user and permission. Therefor if they can read/run the file they can copy it.

I had the same issue, but with windows 2003,, just set the folder to "list folder contents"
