Remote user with Win98

One of my users works from home (she lives 500 km from the office, too far to commute). I want to enable her to log into my file server via her dial-up Internet connection, so she can access files, email and the MS Access database like any other user.

The file server will run either Windows Server 2003 or Small Business Server 2003.

The remote user’s computer runs Windows 98 rather then Windows XP Pro. Because it runs Win98, would I need to run WINS, etc. on the file server? I’m thinking of asking my company to give her an upgrade to WinXP Pro, rather then spending time trying to deal with WINS.
