Remote Desktop User cannot log on

I am using two Server 2003, 180 day trial servers. My Administrators can log on remotely from one server to another and from XP Pro stations, and my Backup Operators can log on locally but not remotely, and I cannot get any other Users to log on remotely even though they are members of the RDU group. Is this an issue with the trial version? I have gone into TS configuration and added RDP to the permissions, I have gone into Domain Security settings and added Remote Desktop Users to the Access this computer from the Network policy. I have ensured the changes in Control panel (but that should be working since my administrator can log in remotely).
By default, RDU group SHOULD be able to use Terminal Services, but I get the same error I do not have permission to use Terminal Services.
