Remote desktop session hangs after

Hello!
I have a Windows 2003 Server that won't let users login.
All users will get the login screen, but upon entering the correct creditentials, it will go forward to a blank desktop, and then just get stuck there.

Just to add to it, I've tried to login to this server through the actual console. I'm getting the same problem. After logging in, it gets stuck on the background and refuses to load anything further.
