On the Win Server 2003 install I loaded an Adaptec RAID driver. And then when the installing windows is loading the devices the install will shut down and enter into a reinstall loop. Is there any way to complete the install or return to the original NT OS?

I encountered a similar situation. This is done on an Intel base server, SHG2 with Adatec I2O Raid card. After the text mode installation switched to the graphic mode, it died with blue screen. We spent the whole morning, and decided to switch to another server which has no problem. So I believe that your hardware platform, or some driver is incompatible with Win2003 server.
Try to download the correct driver.
