Question of raising domain level.

I'm still learning when it comes to these types of things, and althought I'm a quick learner, there is something that I haven't been able to find the answer to, despite scouring my books and microsoft's websites.

After raising the domain functional level to Windows 2003 on a few different domains, it takes a varying, although rather long, amount of time before I'm allowed to raise the forest functional level afterwards. My question is, why does it take so long to be allowed to raise the forest level, and is there any way to make it go faster?

I'm an upcoming networking student! =D
