The only thing I can tell you is you need to check with the original equipment manufacturer for updated drivers for your pen drive.
You might also check and see if there are updates for Windows 2003 involving the USB.
Does the drive work on other computers?

Did you check with the OEM to see if they have drivers specific to the 2003 operating system?
If not, I would do so. If they don't have 2003 drivers, then it's entirely possible the device won't work with 2003. You could try contacting the OEM's support people and ask them directly too. Most businesses offer some sort of support, even if it's only via email.

By chance, it the pen drive trying to use the same drive letter as a mapped drive. Go to disk manager and see if it is detected.

It could be any number of things. Most Time I find that removeable drives don't work because they are trying to map to a drive letter that is already in use.
You fix this by right clicking My Computer -> Go to Manage -> then goto Disk Management. Right Click your Flash Drive and goto Change Drive Letter... Change the Drive letter to one that is not in use.
