Got to ask...
Why do you want to do this?

He may have several reasons for doing this. Maybe he wants a different address range for laptops and have them us a different proxy server or a whole host of other reasons.
This can be done. Look into using the CLASSID option or VENDORID option in DHCP.
Basically you can set a CLASSID on the client using the IPCONFIG command to match a scope defined for that CLASSID on the DHCP server. A client with a matching CLASSID will get an address from that scope.
This can get you started...

In most cases, different DHCP scope options given to different clients often are associated with the clients being wireless, or development boxes, etc. So when someone asks this question, I ask why first.
For example, if they're on a different network, then a simple relay agent will fit the bill, or setting up a different DHCP server altogether.
Very rarely is the true reason because it's a different hardware type, and ClassID/vendorID can end up causing unforeseen issues down the road. For example, if he does this for example just to give a different config to wifi clients, if later new wifi devices are introduced that don't fit those options, they may not get the right config.
I recognize there can be a need for this, but it is often misused.
