Permissions issue with network user

Real simple problem. I upload files to a folder using http file upload and php. The folder has read permission set for the network object in order to allow me to access the files (images) Howeve when I upload them the files created do not have teh network permission set. I can manually set the permission without a problem. I have verified the effective permission are read even though they are not propagating to the files in the folder
