Is there any way to edit the password complexity requirement on win 2003 rather than just disabling or enabling it?

There should be a way to require alpha-numeric passwords. You can also change the character length. If you use certificates then you will really be secure.

I am interested in changing the length of the numerics,rather than just the character lengths

You use the local security policy, or domain security policy for editing password policy.
