Hello. In my OS course, I need to find out how to parse a file name.

for example, H:\toto\tutu
I want tutu

this is to verify if the file exists already in the target directory

Not quite clear. I think "parsing" is not an ussue here.

In general:

if exist H:\toto\tutu echo it's here

OR

if exist H:\toto\tutu start myprog.exe


If at first you don't succeed, you're about average.
