outlook+exchange in a a domain

hi there,
our network users keep moving from one computer to another and when they login to a computer that they never used before and try to open outlook 2003 they get the e-mail wizard asking them to setup the email and normaly they call the administrators to set it up for them to connect to the exchange email server.
is there a way that when a user login to the domain it will automatically configure outlook for them and point it to the exchange server, so when a user login for the first time all they have to do is just click on outlook and then abra cadabra the emails are there.

we are using windows 2003 SBS configured as a domain controller and exchange 2003
