outlook+exchange in a a domain

hi there, our network users keep moving from one computer to another and when they login to a computer that they never used before and try to open outlook 2003 they get the e-mail wizard asking them to setup the email and normaly they call the administrators to set it up for them to connect to the exchange email server. is there a way that when a user login to the domain it will automatically configure outlook for them and point it to the exchange server, so when a user login for the first time all they have to do is just click on outlook and then abra cadabra the emails are there.
