Outlook is unable to start with RDP

I get the message that outlook does not start when I log in with a remote desktop user without admin rights. Wen I give the user admin rights I experience no problems. The error message I get is that It is not registered in a good way ... please help I´m new in this company and I really want to solve this !

You're attempting to login to a machine remotely and run Outlook? Or is the actual user having problems running Outlook? Perhaps if you're a bit more clear...

Sorry for my late reply.
Here is the situation.
We have some users who need to be able to log on remotely with terminal services to read their exchange mail. (PST file is on the server). If they open Outlook while they are connected with terminal services they get the message (in Dutch) "Kan Microsoft Office Outlook niet starten. De toepassing is niet juist geregistreerd.
