outlook 2003 and domain question

OS: windows 2003 server small
CPU/Ram: 3.2

when I join a domain with any 7 of the computers outlook 2003 will not open. the error I get is "outlook cannot start" also when you try to open internet explorer it says "you do not have sufficient privielleges to run the internet connection wizard." Any ideas or help would be great.

For IE I have the same problem, what I do is start IE for the first time logged in as an administrator.

For Outlook I really don't know.
