Open Control Panel via shortcut?

Is there a shortcut or command script that can open Control Panel, and even possibly a Control Panel applet, (e.g., Add Remove Program)?

Make a shortcut on desktop. Modify it to use control.exe

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

Thanks, calling control.exe is a good idea.

I found the link pertaining to control.exe parameters:
Windows XP Control Panel, Shortcuts and Control.exe

Thereby, I can open Add or Remove Programs applet with:

control.exe appwiz.cpl
