NTVDM encountered a hard error

I'm trying to run an application that uses a 16-bit installer on my server, but when doing so I get an error saying 'NTVDM encountered a hard error' with only two options, 'close' or 'ignore' both of which seem to do the same thing. I've already tried the following solutions but to no avail:- 1.) Changed 'TMP' and 'TEMP' to 'c:\temp' under 'Environment Variables'. 2.) Copied autoexec.nt back into 'c:\windows\system32' but after a restart the file is deleted again.
Has anyone got any ideas? My server is running Windows server 2003 SP1 and has a dual 2.8GHz Xeon Processor with 1GB of RAM and 3 x 73GB SCSI Hard Drives.
