NTFS permissions not inherited

Dear All,
I have a windows server 2k3 Std. with SP1 as DC of my domain. All client computers are on Windows XP SP2, When I have to set NTFS permissions on any folder/drive on client PC login as domain Admin, permissions apply only parent folder/drive, those never inherited by all child objects. I also check Inheritance options in Advance settin but no result, Usually it is a default option on Windows network but it is not functioning after manual setting too.
please help some one.

There maybe a group policy overriding it.

But there is Default Domain Policy effective.
As I know default policy should not act as.

Get RSOP. Might be a group membership issue.
