not able to add systems in domain

Hi,
I am not able to add system in domain with a user account having logon locally,add workstation and password reset access,when i try to add system on Domain it says that "you have exceeded the maximum limit of adding systems, contact administrator", By Default if a user is given permission to ADD workstations in domain can add max 10 system in domain, if we want to add more systems then we need to change the value of ms-DS-MachineAccountQuto Attribute to the required no.

Problem is that after changing that value to 500 i am not able add any further system in domain.
Pls help
