No wallpaper in Remote Desktop?

I have changed and re-changed every group policy setting related to desktops but I cannot set a background wallpaper for any remote desktop user, including administrative users - the Desktop tab is available, but the only thing I can change is what icons are on the desktop - the word Background is greyed out and the list of wallpapers is unselectable. Has anyone seen this behavior?
