No SCL rating in Exchange IMF spam

We run an Exchange server with IMF in place for about 30 users. A few accounts have gotten a flood of emails in the past few days. I have Outlook configured to show SCL ratings.. but these messages are not assigned a rating. Does this mean they are being sent internally from an infected computer?? Or what is the deal? Shouldn't they be coming in rated? Outlook won't filter them to junk mail without the rating, so they are flooding the inboxes.
