No Dialog Appear After Ctrl Alt Del

Normally when you press Ctrl Alt Del, the screen will blur and prompt out a dialog box for you to select service.

I got a problem which the dialog box cannot appear after I press Ctrl Alt Del. The system will just blur.

Please advise.
