I need to build a new server with the same name as the old server. The old server is in Active Directory - do I have to go to Active Directory and delete the machine name from it, then power up the new machine and add it once it is up and the old one is turned off - is that all I have to do ?

It depends on what role this server plays. If it's simply a member of the domain (like a normal workstation) and doesn't really provide any of the services for Active Directory you can simply disjoin the server from the domain and rename it. Then rename your new server and join it to the domain.

If the server provides services for Active Directory in any way what you do depends on what service it provides. So start a new post and give us more info if that's the case...
