whenever I download from a FTP LAN, my win2k3 member server says "security alert, your current security settings do not allow you to download files from this location" i went in tools/internet options/advance tab and seen that file downloading is enable.

Try changing your security level in Internet Options or adding that site as a "Trusted" site in the same place if you're trying to download via Internet Explorer.
