Because whoever setup the server and created your user account made it so.

"don't have permissions to run this and stuff like that" isn't very specific. What is the EXACT error you're receiving? Are you running an up-to-date virus scanning/removal program? Life's more painless for the brainless.

Then you must have set it so that your account is unable to install software somewhere along the line. Check your user account's rights and permissions. Also, what Jennifer said....post the exact error message. That would be most helpful.

I might have seen this before. Have you upgraded IE to 7 or have you changed the security zones in IE in any way? Are you running the Exe local or over a share ? You can run rsop.msc to check that the local security matches the setup template but I believe once you have deactivated IE enhanced security as in KB942091 then Ie7/tools/internet options/advanced/reset internet explorer setting will possibly clear the issue
