Hi
I have a windows 2003 server (enterprise edition) that has a web application running in ASP. The purpose of this ASP application is to receive data from a client program via the internet using SSL. do i need to have additional External connector licenses for this activity?

If you are using the it as Anonymous access server then you don't need licenses, you can have users setup with in the applications, but if you are not using it as Anonymous access server e.g. using Microsoft Authentication for each user then you will have to have per user license.
