I have a Windows 2003 server which is missing the Remote Desktop User Group. I can find no information on how to rectify this issue and would greatly appreciate any help.

Are you running a domain or not? If so, it should be under the Users OU. If not, it should just be in the Local Users and Groups management console. You could just make it again if its gone, and make sure you specify that members of the group are allowed to remotely log in using the security policy, under User Rights Assignments.
