Migrate from 2000 SBS to 2003

I have a buddy who is currently upgrading the company server from Windows SBS 2000 to 2003. He has run into a problem, and maybe someone here can help.

First, it's worth noting that the original install of 2000 was on the F:\ of the server.

Now he's installed 2003 into the default directory, C:\Windows. The problem is that when he attempts to reapply the system state backup he made in 2000, once he reboots, the system will get to the point where it's about to show the login box and mouse, then immediately reboot. Occasionally it will say that it cannot find lsass.exe and then reboot.

It will not start in Safe Mode, and performing a Repair install doesn't work either.

It seems very similar to what's in this MSKB article, except that instead of moving from C:\WINNT to C:\Windows, he has moved from F:\WINNT to C:\Windows.

Any ideas?
