In Terminal Services (Remote Desktop), Audio is being streamed, but there is no audio in, so audio programs don't run on a terminal server via Remote Desktop. Now, is there a way of emulating a Sound Blaster AWE32 General MIDI (The same MIDI VMware Uses) or any MIDI emulating plug in which I can install on Terminal Services as a plug in, so that I can playback MIDI, use Music Programs, Record MIDI Audio in the Terminal Services Session?

The local (rdc client) machine provides the audio hardware. You can't emulate that. The speakers have to plug into something.
Or don't I get what you are asking?
Do you mean a server has no audio device? To make a long story short it has to have a device. (there might be a way but there are too many other issues)
"Best Practices", Event viewer, host file, perfmon, are in my top 10
