I want to make a test domain that matches my production. Is it as easy as promoting my test box to a DC, allowing replication, and unplug from live net/plug into test net? I imagine I will have to capture FSMO roles?

Is this going to run in the same physical network?

Why not make a complete system state backup of your FMSO role holder, or the one that has the most of them, and restore it on the test server in the isolated network?

I think the best thing to do is download virtual pc or virtual server 05 for FREE and create a virtual network. You can do anything you want and its totally isolated.

"You can do anything you want and its totally isolated."
IF you set the networking for the VM to be "Local only", yes. If the network adapter for the virtual machine is set to the physical adapter, then it is NOT isolated if that adapter has network connectivity to the production network.
