login script disclaimer

Hi all I hope you can help me. i've been asked to write a VB script that executes once the user logs into the domain. The vb script will show a disclaimer that requires:

The user to click a tick box saying they have read the disclaimer.

Require the user to click on the accept disclaimer button (which will be grayed out until the user scrolls down the disclaimer)

when the user accepts the disclaimer and clicks on accept their user name, ip address, answer, date and time is stored in a sql database. So that when they loin again depending on what they have accepted the disclaimer they wont get it and will be loged in or they will get it if they haven't already accepted it.

Also if they don't accept the disclaimer they are logged out.

Is this even possible?

Is this even possible?
Activate on logon? Yes.
The database interaction? Yes.
Logoff? Probably.
A popup? Yes.
A popup as complex as what you're asking for? No, I don't think so. You might be able to invoke MSForms from VBScript, but its TextBox object doesn't have an OnScroll event.

Your best bet would probably be a series of popups, or a legit programming language.

While not exactly like your requirements, check this out. The college I attended had this app in the login script and prompted users every time to accept/decline - which may be a good idea as a "reminder" to users to abide by the Acceptable Use Policies/disclaimer.
