Is There A Log File (Or Files) That Specifies File Actions On The Server, For Example: Every File That Was Created, Deleted, Edited When And By Which User?

Not if you haven't enabled auditing of those objects, no.

Remember, that would be A LOT OF DATA to record that kind of information usually.
