Lock desktop icons using gpo

OS: Server 2003 SP1
CPU/Ram: P4 2800 1G RAM

Using GPO on server 2003 I want to lock the desktop icons on the client machines. I thought I had done this before in another school "User Configuration\Administrative Templates\Desktop\Do not save settings on exit Enabled". This does not seem to work. How can I prevent users moving desktop icons or at the very least prevent the new positions being saved at logoff. I do not want to use third party software as I am sure I should be able to do this using GPO.
