I upgraded a server to an AD server. The local computer policy seems to be uneditable to allow logon interactively when I open with gpedit.msc. When I use AD users and computers and I allow various users they still can't logon. I thought that group policy should have override any local policy. In fact the two exact lines are different when viewed. One is not defined and the other is can not be edited. ??

Group policy doesn't overwrite local policy but it is applied after the local policy so it may appear that way. If the domain policy conflicts with a local policy, then the domain policy will be the effective policy.
