Limit client pc's internet access

Is there a way to limit the access to the Internet on client PC's in a domain?

Can this be done using the active directory?

Or can it done on the client PC's?

Do you want to totally limit outside connectivity, or just limit access to certain sites?

I would like them to be able to access the local intranet but all outside connectivity must be blocked.
