From the site I posted:
This article discusses how to upgrade Microsoft Windows 2000 domain controllers to Microsoft Windows Server 2003 and how to add new Windows Server 2003 domain controllers to Windows 2000 domains.

That isn't what he is asking. He is asking how to move files and retain permissions.
DJones, you can move files and retain permissions during the copy by using robocopy. It is a Microsoft tool included in the resource kit and downloadable as a stand along tool.
The problem is, you say you have a 'fresh' install of a 2003 domain, not an upgrade. Were these users all created new as well? If so, the new domain will not recognize the users from the other domain even it they have the same name. You don't really give enough information to answer this.
If you user accounts were migrated, or if you have a trust between two domains, this should work. But to answer your original question, robocopy will do what you ask.
